public opinion that the free-port of Hongkong should help her to stop the leakage. Such a friendly gesture on Hongkong's part would undoubtedly have most beneficial and far-reaching effects upon the relations of Hongkong and Canton, and would, for this reason, greatly advantage the Colony's trade and shipping interests. It is true, of course, that under the revised plan China's concessions to Hongkong are slightly reduced but only slightly, and my opinion is that, viewed from every angle, it would pay Hongkong to accept the amended terms:
